Red, white, and blue and not only the most popular individual colors, but they're also the most popular colors in combination with each other. According to Wikipedia, there are over 30 countries and territories with red, white, and blue flags:

Hmm; but those are apparently not all exactly the same red and blue, which raises the question of how different reds were deemed to be sufficiently similar to be treated as the "same" popular red instead of one of the various other narrower lower bands of red...?
Russ, apparently he used an algorithm that sampled pixel colors from an online display of international flags on a CIA website. It seems like some of the blues and reds are similar....but different.

Trying to group "similar" colors together reminds me of your June 13 entry "Mapping Color Names", and stuff I've read about how different people and different cultures/languages view and name colors differently.
I once read an interview with a well known illustrator [..wish I could remember who..] who said sometimes for inspiration he would look at a book with pictures of all the national flags of the world.I TOTALLY got it .I remember as a kid enjoying the same thing,also akin to looking at a stamp collection.
